REQUEST FOR PROPOSAL
The Committee for the Welfare of Prisoners (CWP) invites qualified, licensed audit firms registered with the Institute of Chartered Accountants of Pakistan (ICAP) to submit technical and financial proposals for the provision of annual external audit services for the Fiscal Years 2025–26, 2026–27 and 2027–28. Interested firms are requested to review this document in full and submit a proposal in accordance with the instructions set out in Section 6 (Fee Proposal) and Section 7 (Submission Requirements).

Interested firms should submit the following as part of their proposal, on or before 22 September 2026:
- Firm profile, including ICAP registration/QCR status, Government projects audit experience, and CVs of the proposed engagement partner and team.
- Technical proposal describing the proposed audit methodology and approach.
- Confirmation of ability to meet the timeline set out in Section 4.
- Fee proposal completed in the format specified in Section 6, submitted as a separate, clearly labelled document or sealed envelope from the technical proposal.
